Standard newspapers are reporting 54-year-old FBI
Agent, Paul Raymond Flood, has been indicted on
charges of witness tampering, bribery and stalking,
after stalking a law student. FBI agent Flood
engaged in these criminal acts in an illegal effort
to "obstruct the subsequent investigation through
witness tampering and bribery." Flood bought the
woman a $17,000 engagement ring.
The incidents occurred between 2018 to 2019 when the
woman was a first year law student. Flood began
stalking her and "making unwanted romantic advances
and harassing her, ultimately using 79 different
phone numbers to contact her over 11 months." When
she reported him to authorities, Flood began
harassing the woman into "not cooperating with the
investigation."
The San Francisco Standard reported Flood,
"Threatened suicide, offered bribes, and even
proposed a sham marriage - purchasing a $17,000
engagement ring - so she couldn't testify against
him." Flood was arrested by is now out on bond, but
faces 20-years in prison if convicted of the
charges.
This case gives the appearance of an FBI agent
becoming obsessed with a woman, who is more than
half his age and did not want him. He began stalking
her, which is illegal, then tried to frighten, bully
and coerce her into remaining silent about his
criminal conduct. He refused to accept that she was
not interested. Stalkers who go to this extreme also
pose a danger to the victim's life. Women need to be
careful. Once a man or woman crosses that line into
stalking you, it says they are mentally ill and are
a threat to your life and safety. Cases with such
extreme, unwanted and repetitious contact can turn
into rape and murder. Don't take it lightly.
The other problem is when you report stalkers to the
police or get a restraining order, some quickly
begin plotting violent acts against you, and the
authorities often do nothing to stop them until you
incur serious harm or death. Stalking laws need to
be updated and upgraded with stronger penalties. As
it stands police often tell victims of stalking they
can't do anything unless it turns violent against
the victim. However, many victims have died because
of that. Therefore, the law needs to be changed and
on a federal level.
Mobile phone recordings and photos of the stalker,
doorbell cameras, security cameras on your home and
documented items showing cyberstalking (saved html
files and screencaps) are all helpful in
establishing a case and keeping you safe. Get proper
locks for your windows and doors. Make sure your
property is properly lit and all trees and plants
pruned. Don't give a stalker or intruder a place to
hide on your property, then ambush you. Do not go to
lonely or deserted places. Be careful in parking
lots and parking garages, especially in the evenings
and at night.

former San Francisco FBI agent has been indicted for
allegedly cyberstalking a law student and attempting
to obstruct the subsequent investigation through
witness tampering and bribery. Paul Raymond Flood,
54, of Castro Valley, was arrested Tuesday and made
his first court appearance Wednesday. The federal
grand jury indictment, filed May 16 and unsealed
Wednesday, details allegations spanning from 2018 to
2019.
Prosecutors say Flood met the
victim, a first-year law student, in October 2018
when she sought career advice about joining the FBI.
Within weeks, Flood allegedly began making unwanted
romantic advances and harassing her, ultimately
using 79 different phone numbers to contact her over
11 months...
